Mr Raymond Chan graduated from The Chinese University of Hong Kong with a Bachelor's degree in Nursing. He completed his Master's degree in Applied Management (Nursing) at The University of Newcastle (Australia) and studied a Postgraduate Diploma in Research and Professional Studies in Education at the University of Bristol (United Kingdom).

Apart from being a Specialty Nurse in Hospital Authority, he was a Senior Programme Manager at The Open University of Hong Kong, and an Honorary Clinical Nursing Instructor for different universities, including The Chinese University of Hong Kong, The Hong Kong Polytechnic University, and The Open University of Hong Kong.
