The Bachelor of Health Information and Services Management (Honours) is an applied degree programme selected by Education Bureau, offering flexible admission pathways for both first-year and senior-year entrants. Integrating Health Sciences, Health Information Management and Health Services Management, and aligned with international competency frameworks, the programme combines classroom learning with internships, capstone projects, industry visits and real-life case analyses. Students develop solid knowledge of Hong Kong’s healthcare system, data management and service operations.

Programme Description

The programme develops core competencies in health informatics, clinical data analysis and operational management. Through projects, case studies and team-based activities, students strengthen problem-solving skills, communication and cross-sector collaboration, adopting user-centred approaches to tackle real healthcare challenges. Graduates are well prepared for roles in hospitals, healthcare organisations, NGOs, tertiary institutions and health-tech enterprises, contributing to digital transformation, policy development and high-quality service delivery.

Programme Objectives
  • To develop students’ capacity in applying knowledge and applied skills regarding Health Information Management with reference to the competency frameworks of international professional associations for Health Information Management 
  • To develop students’ capacity in applying knowledge and applied skills regarding Health Services Management with reference to the competency frameworks of international professional associations for Health Services Management 
  • To equip students with the practical knowledge in creating, assessing, measuring and evaluating impacts of biological and clinical information relevant to health information and services management issues 
  • To develop students’ understanding of the healthcare system in Hong Kong and the operation of common healthcare facilities in relation to Health Services Management and Health Information Management 
  • To equip students with effective communication, and coalition- and team-building skills 
  • To provide students with a holistic General Education (GE) curriculum, so as to equip them with the competencies demanded in the twenty-first century and to nurture them to become active, caring and socially responsible citizens

  • Students acquire professional knowledge in Health Sciences, Health Information Management, and Health Services Management. 
  • Students have opportunities to engage in experiential learning through internships, capstone projects, and industrial visits. 
  • Students improve their problem-solving skills in Health Information and Services Management by analysing real-life cases. 
  • Students enhance their skills in communication and collaboration with cross-sectoral professional teams, and also their ability to address management challenges in healthcare operations and development by exercising professional skills and a customer-oriented approach.

Year 1 Entry

For Year 1 entry to bachelor's degree programme, applicants should meet one of the following requirements:

  1. (HKDSE candidates from 2024/25 onwards) Have obtained Level 3 for Chinese Language and English Language and Level 2 for Mathematics and have “Attained (A)” for Citizenship and Social Development plus one Elective/Applied Learning subject at Level 2 (“332A+2”) in HKDSE; OR
  2. (HKDSE candidates before 2024/2025) Have obtained Level 3 for Chinese Language and English Language and Level 2 for Mathematics and Liberal Studies plus one Elective/Applied Learning subject at Level 2 (“3322+2”) in HKDSE; OR
  3. Have passes in AS Use of English and AS Chinese Language and Culture plus one AL subject/two AS subjects in HKALE and Level 2 for Chinese Language and English Language plus passes in three other subjects in HKCEE; OR
  4. (1)Have obtained: (i) relevant qualification at QF Level 3, (ii) two years relevant work experience, (iii) passed a written test, and (iv) passed an interview; OR
  5. (1)Applicants completed (i) Form 5 or above OR equivalent, (ii) possessed at least 2 relevant qualifications (Statement of Attainment) at QF Level 3 in the Information and Communications Technology (Operation & Support) Industry or Elderly Care Service Industry through the Recognition of Prior Learning (RPL) mechanism under the Hong Kong Qualifications Framework (HKQF), and (iii) passed an interview; OR
  6. Have obtained equivalent qualifications(2).

Notes:

  1. Students who are admitted through the first-year entry routes 4) or 5) without HKDSE Level 3 in English Language are required to complete and pass two English enhancement courses of the College at the start of their studies.
  2. Please refer to the College’s website for examples of equivalent non-local qualifications for admission to bachelor’s degree programmes.
Senior Year Entry

For Senior Year entry, applicants should meet one of the following requirements:

  1. Have completed an Associate Degree or Higher Diploma programme of the relevant subject/discipline; OR
  2. Have obtained equivalent qualifications.

Students admitted to the Senior Year may be required to satisfactorily complete some bridging courses. The bridging courses can be Discipline courses or General Education courses offered in the first two years of the curriculum.

Notes
  • Tung Wah College will adjust the tuition fee of its programmes based on the Composite Consumer Price Index to be announced by the Government annually. 
  • Tuition fees are normally charged by two instalments per annum and are payable before the commencement of each semester. New students are required to settle the balance of the tuition fee for the first semester (i.e. after deducting deposit) upon programme registration in August. 
  • Students are required to pay additional fees for all retake/additional courses which would be charged at the rate of the normal cohort and be calculated by the number of credits to be taken.   • The tuition fee for the programme under the Study Subsidy Scheme for Designated Professions/Sectors (SSSDP) is the net fee paid by a student after deduction of subsidy from the Government. In 2026/27 academic year, the annual subsidy under the SSSDP is $51,880 for non-laboratory-based undergraduate applied degree programmes, plus an additional annual subsidy of $5,000 for this applied degree programme that have undergone the relevant accreditation. The annual subsidy amount may vary in each academic year subject to the decision by the Education Bureau. 
  • All fees paid are non-refundable and non-transferable. 
  • Following the Government's announcement on 31 July 2025 regarding the revised eligibility criteria for government-subsidised post-secondary student places and subsidies, the new arrangements will take effect from the 2027/28 academic year (with the application cycle commencing in October 2026). Students will be required to pay the non-subsidised tuition fees if they do not meet the updated eligibility criteria for government subsidies.

Bachelor of Health Information and Services Management (Honours) is a ‘program member’ of the ‘Society for Health Administration Programs in Education’ (SHAPE) in the Asia Pacific Region.

What is this programme about?

It is the first undergraduate degree programme in Hong Kong which covers both Health Information Management (HIM) and Health Services Management (HSM). Students will take three clusters of discipline courses in the areas of Health Sciences, HIM and HSM.

How has this programme been developed?

The programme has been developed in accordance with the professional requirements of the competency frameworks and standards of international associations related to HIM and HSM.

How relevant is this programme to the latest developments in the healthcare industry in Hong Kong?

In both the public and private healthcare sectors, there is growing emphasis on the development of Smart Hospitals and Smart Healthcare, and the application of Digital Health and HIM. Health services administrators and executives are increasingly required to apply modern technologies to manage health services at all levels of care.

What are the employment opportunities for our graduates?

Graduates can embark on careers in the public, private and NGO healthcare sectors and take up job positions such as Health Information & Records Officer, Medical Records Officer, Coding Officer, Executive Assistant, Executive Officer II, Health Administrator II, Human Resources Officer, Supporting Services Officer, Customer Service Officer, Marketing Officer, Project Officer, Research Assistant, Procurement Officer, and Facility Management Officer. Additionally, the HIM component of the programme will provide graduates with more career opportunities in newer job positions such as Data Coder, Casemix Analyst, Health Information Manager, Digital Health Technopreneur, Digital Health Transformation Manager, Data Privacy Officer, Health/Clinical Database and Disease Registry Manager, and Health System Development and Implementation Specialist.

Yes, students from all backgrounds are welcome to apply to the programme.

Graduates are well positioned to embark on further studies, either locally or internationally, in Master’s degree programmes in related areas such as Health Administration, Health Services Management, Public Health, and Digital Health.
